Do New Privacy Guidelines Have Any Teeth?

The current administration released New and Improved!™ guidelines which may or may not have any bearing whatsoever on NSA's warrantless wiretapping program. Not that I have anything to hide (Crackhead Joe, if you're reading this, DO NOT meet me tonight on San Pablo and Dwight. Look for my smoke signals for updated redezvous point).
